You’re not alone. The new Apprenticeship Assessment Principles published earlier this year have left many AOs and EpAOs scratching their heads. With less detailed assessment plans, a shift to allowing on-programme assessment and centre delivery of elements of the assessment, changes to gateway and employer confirmation of apprentice behaviours the changes are big and they’re coming fast.

In February 2025 Skills England published the new Apprenticeship Assessment Principles.  Since then details have emerged from various sources, including the first 5 Foundation Apprenticeship Assessments Plans, the DfE 2025 to 2026 apprenticeship funding rules and Ofqual’s consultation on their regulatory framework.

 

There’s still a lot to be confirmed, but some things are already clear. And that means there are actions you can start taking right now, with confidence.

To help you get to grips with the key changes, we are creating a series of videos and articles looking at the changes that EPAOs (to become Assessment Organisations or Awarding Organisations), Training Providers and Employers will need to make.

Actions You Can Start Making Today

 

There’s a lot of detail still to come and we’re staying on top of all the developments and will continue to share them with you.  But there are changes that we know are coming that you can start planning for now.

 

  1. Centre Management  - where training providers are able to deliver elements of the assessment you will need to develop a Centre Assessment Standards Scrutiny strategy and associated Centre approval, onboarding, monitoring and review procedures. These documents will be a core part of your future regulatory obligations, and they take time to get right.
  2. Apprenticeship Assessment Strategy - A clear, overarching strategy helps you explain and justify your assessment decisions from the start. This will eventually underpin all your standard-specific strategies and show Ofqual you’re taking a principled, well-reasoned approach.

 

We’re here to guide you through them both step by step.

 

Our Advice: Start Now, Refine as You Go

 

Whilst further guidance is expected from Ofqual we know the purpose of these documents and the core content that they need to contain.  There is no getting away from the fact that creating these takes time, but we can help you move through this in a structured and logical way.

 

Start creating draft version of these documents  now so that you can give them the time and thought that they require.  They can then be reviewed and amended if needed as further guidance is made available.
